It forces evaluators to find specific evidence in the proposal to justify each score, making it much harder to simply assign a high score based on a vendor’s reputation (halo effect) or a pre-existing preference (confirmation bias).

The Operational Playbook

Predictive Scenario Analysis

A state agency issued an RFP for a complex case management system. The evaluation committee consisted of five members. The incumbent vendor, “Legacy Systems,” had a long-standing relationship with the agency but their technology was dated.

A new bidder, “Agile Analytics,” proposed a more modern, flexible platform but had less experience in the public sector. Legacy’s bid was $5M, while Agile’s was $4M.

In a simulated single-stage evaluation, the discussion was immediately anchored by price. One influential member stated, “A million dollars is a million dollars.
